The role:
Our Project Controls Office is recruiting for a program engineer to coordinate and support in developing, improving, implementing, applying and maintaining our alternative delivery programs. These programs include Design-Build (DB), Construction Manager/General Contractor (CM/GC) and Indefinite Delivery/Indefinite Quantity (IDIQ). A day in the life:
Lead the improvement, implementation, application and maintenance of our alternative delivery programs.
Participate within our team on strategic direction, support and maintenance of alternative delivery contracting methods.
Apply Design-Build, Construction Manager/General Contractor and Indefinite Delivery/Indefinite Quantity project delivery theory and practices.
Develop and uphold program policies, procedures and guidance.
Coordinate and partner with Department of Justice, Federal Highway Administration and agency staff to ensure specifications are consistent and current.
Ensure the appropriate level of technical development, including quality control and quality assurance, has occurred to support the project in using an alternative delivery method and mitigate undue risk.
Develop, coordinate, facilitate, conduct and attend alternative delivery guidance and training.
Facilitate and participate on various teams, focus groups and forums.
Work in an office environment with hybrid work options available - estimated required in-person work is at least once a month for meetings or as needed.
Occasional travel and outdoor work to visit project sites may be required.

The salary range listed is the non-PERS monthly salary range. If you are already a participating PERS member or once you become PERS eligible, the salary range will increase by 6%.

Minimum qualifications:
A valid Professional Engineer's (PE) license in civil, structural, or transportation-related engineering.
Note: If registered in another state, successful applicants will be required to obtain professional registration in Oregon within six months of hire.
Special qualifications:
Driving is an essential function of this position. You must have a valid US driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

Experience in writing, developing and editing performance construction specifications and contract documents for alternative contracting methods, such as Construction Manager/General Contractor (CMGC) and Design-Build or Indefinite Delivery Indefinite Quantity (IDIQ).
Experience in alternative contracting methods and procurement processes related to request for qualifications and request for proposals.
Experience in effective project management or project development with multiple engineering disciplines.
Experience in writing or editing manuals with precision, while tracking and recognizing updates for purposes of guidance and training.
Experience, training and knowledge of civil engineering transportation project design or construction engineering management.
