Job Summary

In line with 49 CFR 625, 630, and 67 3 requirements, the Senior EAMS Manager is responsible for the overall asset management, work planning, asset inventory and application support for the EAMS software at MBTA. 

The Senior EAMS Manager will support and perform changes and upgrades to Transit IT environments including after-hours support and implementation of changes and releases of new software and hardware and document and facilitate the work of IT as it relates to vendors in the support and implementation of technology at MBTA.  This role will work in conjunction with Asset Information Managers, Reliability Engineers, Information Technology, Maintenance departments, and third-party assessors to ensure efficient user experience asset data ingestion and configuration.

Duties & Responsibilities

  • EAMS change management control on specific assets, database codes, etc.; standardization of asset attributes and schedules; management of asset risk classification within the database; assessment of new asset information for proper implementation into the EAMS.
  • Develop workflows in the database to best support MBTA's current operations and future initiatives. 
  • Senior EAMS Manager will coordinate with stakeholders in Transit Operations, Fleet Maintenance, and support functions at MBTA in the data loading, planning, design, development, and implementation of Transit Technology. This would include the acquisition of new solutions (software or hardware), as well as upgrades to existing applications. 
  • Responsible for all aspects of the EAMS applications related to content, process integrity, development, as well as application troubleshooting and performance reporting.
  • Monitor the EAMS system setup and ongoing maintenance processes regarding the installation, training, and ongoing support.
  • Provides technical guidance and problem-solving by responding to user needs via phone, webinar and or in-person.
  • Develop and maintain accuracy of asset data by regularly collecting and inputting data. 
  • Create data loaders for migration of data into the EAMS.
  • Develop and maintain accuracy of Work Order related data.
  • Support management in the scheduling and assigning of work. Manage work orders in the system, ensure proper creation, planning, update, and closure of work orders.
  • Provides software trainings to end users and new EAMS Administrators; serves as liaison for problem solving and escalation.
  • Identifies and tracks system-level risks and issues. Serves as escalation point to resolve system issues, remove roadblocks, formulate contingency plans, and communicate status to executive leadership team. Ensures the sequencing of databases is appropriate at the system level.
  • Promotes high level of customer service to ensure and drive best practices and standardization.
  • Leads testing efforts related to new functionality, new modules and upgrades to existing modules including creating test plans, test cases and working to ensure User Acceptance Testing (UAT) process is followed by employees.
  • Troubleshooting, debugging, maintaining, and improving existing software. 
  • Compiling and assessing user feedback to improve software performance.
  • Observing user feedback to recommend improvements to existing software products.
  • Assist MBTA's IT department with technical support throughout the lifecycle of the system.
  • Define and implement proper configuration for EAMS's mobile platform.
  • Provide overall connectivity support for all hardware and software platforms as needed.
  • Develop and maintain workflow processes to help ensure the integrity of information, equipment history, and the efficient use of EAMS data.
  • Maintain master data standards and perform audit/education functions against those standards. Adjust standards as required to meet business and customer needs.
  • Identify and coordinate processes for version management, system build, ACM Models, backup and recovery, archiving, and change management.
  • Maintain parts/asset data accuracy, software and hardware configuration changes, and equipment hierarchy in the system.
  • Perform data mining and analysis that supports reliability, maintenance, and capital improvement.
  • User Setup, Employees, Shifts, Crews, and Supervisors.
  • Enforce the Department of Asset Management policies.
  • On occasion be flexible to work all shifts and/or locations as assigned or directed.
  • Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Perform related duties and projects as assigned.

Minimum Requirements & Qualifications

  • A Bachelor's degree from an accredited institution in a technical field related to Computer Science, Electrical Engineering, Information Technology, or a related field.
  • Five (5) years of professional experience with enterprise asset management software, with experience in project management, process improvement analysis, and software solution recommendations under enterprise software architecture.
  • One year (1) supervisory/manager leadership experience. 
  • One year (1) of experience with Enterprise Asset Management System (EAMS) software, including enterprise software configuration, and dashboard development.
  • Extensive software experience in a Windows environment
  • Working knowledge of various scripting tools and languages, as well as with database design and tools (MS SQL 2008 +, Oracle 10g +)
  • Proficiency with Word, Excel, PowerPoint, and database applications.
  • The ability to develop system specifications for integrations across enterprise applications.
  • Experience with written reports, budgets, and time estimates for upper management, and stakeholders
  • Strong project management, analytical, organizational, time management and interpersonal skills.
  • The ability to work in an active railroad and maintenance environment and the physical constraints associated with the working environments.
  • The ability to effectively work with employees at all levels within the Authority, vendors, and individuals outside the agency.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience preferably in enterprise asset management software (EAMS) suite including project management, process improvement analysis, and software solution recommendation under enterprise software architecture substitutes for the bachelor's degree requirement. 
  • An Associate's Degree from an accredited institution in a technical field related to Computer Science, Electrical Engineering, Information Technology, or a related field with an additional three (3) years of professional experience with enterprise asset management software suites including project management, process improvement analysis, and software solution recommendation under enterprise software architecture may substitute for the Bachelor's Degree requirement. 
  • A master's degree in a in a technical field related to Computer Science, Electrical Engineering, Information Technology, or a related field substitutes for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.  

Preferences

  • Experience in Trapeze Enterprise Asset Management software.
  • Experience writing SQL Flex Business Rules and/or SQL Stored Procedures.
  • Employee or Consultant experience for a Transit/Rail agency.
  • Asset Management and Configuration Management experience.
  • Experience in Railroad or Transit infrastructure design and build.
  • Basic knowledge of AREMA, Asset Management principals and EAMS.
  • Working knowledge of network infrastructure (DMZ, WAN/LAN, ODBC, etc)
  • Previous experience with Windows Server 2008/2012/2016.
